The Failure of the 28-Clause Ceasefire Plan for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the tension caused by the announcement of a new comprehensive peace framework for ending the war appeared – momentarily – to have been contained. A American diplomat spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Moscow made its countermove: a renewed assault of rocket attacks on Kyiv.

The Cycle of Peace Talks and Military Action

The sequence of contrasting events captured the bleak nature of the recent timeframe. By day, negotiation efforts are conducted: positive announcements are delivered from different nations. Significant resources is expended on containing particular approaches. By night, the Kremlin brutally reminds the world that, for them, war remains the primary tool for achieving "settlement".

Nocturnal Warfare

As the offensive progressed into the early hours of Tuesday, the current condition of Ukraine's exposure was exposed. Ukraine is capable of detecting rocket firings from across the border, a ability enabled by up-to-date information. From vantage locations, military aircraft that had been dispatched to counter approaching aerial threats streaked across the sky – sophisticated military planes provided to Ukraine by European allies.

Moments later, Kyiv's air-defence systems thundered: several firings fired to intercept a Russian ballistic missile. This was a modern interception technology at work, probably supplied through partner states. Every launch creates sudden vibrations, causing tremors. The brief panic quickly becomes resigned acknowledgment: possibly the approaching threat won't cause damage this time, preventing destruction from catastrophe and additional electricity failures.

Persistent Threats

Not long after, a heavy machine gun fired at a drone in the vicinity, part of a rapid response unit – probably imported technology. Regrettably, the bullets missed the enemy aircraft – it continued its flight toward its objective.

Intermittently, this continued until dawn. Kyiv faced the morning news: seven people killed, damage and heating outages in numerous residences as a result of the nocturnal offensive. As customarily, everyone still continued their routines – experiencing conflict. But those 24 hours demonstrated Ukraine's critical military reliance on international aid – a need that regional partners are evidently unprepared to substitute in the short term.

Failed Diplomacy

The 28-point plan from American leadership provoked deep reactions, controversy and serious worry – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after previous diplomatic encounters and bilateral conferences.

Every new proposal from American administration adheres to the identical sequence: a negotiation push against Ukraine, which Kyiv, with partner nations, effectively counters. They contain the crisis but never actually win the battle. This cycle will, no doubt, continue.

Political Considerations

It is tempting to accuse certain parties of consistently pushing Kremlin's demands. But that does not seem to be the entire situation. American leadership functions according to a assumption familiar among international relations experts: you cannot secure via talks what you have been unable to protect through force. The American government assumes that it is unrealistic to compel Moscow to relinquish the land that it currently occupies in Ukraine's south or east.

The challenge is that while accepting these circumstances, Washington does nothing to deter Moscow, through statements or actions, from believing that the status quo will not evolve additionally in its favour in the months ahead.

Opposing Positions

Therefore, Russian leadership is convinced that the clock favors them – that Ukraine and its partners are nearing depletion. Their incentive to agree to terms that does not give them the greatest potential benefit is virtually nonexistent. There may be many attempts to end hostilities, but they will continue as long as Russia's government remains highly assured in the outcome.

On the contrary, Kyiv believes that Ukraine can still hold out, slowly losing lives and land but preventing a total frontline collapse until conditions improve in its advantage.

Current Realities

Objectively, there are no real preconditions for a armistice. Now, personal considerations are coming into play: personal goals to mediate resolution and obtain worldwide acknowledgment, and Kyiv's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the country's interests against any plan Kyiv finds unsuitable, so that their attention does not switch to internal issues. And although their objective will now be much harder after latest incidents, it remains highly unlikely that this will modify their basic position.

These conflicting dynamics are influencing discussions.

Assessment and Future

It took a just a single week to terminate the proposed articles of the latest plan. Forceful and unpredictable management of the matter by American leadership, resistance by Ukraine and the other European countries, along with soothing efforts of negotiators, and finally, recent disclosures, all achieved their purpose.

While new initiatives based on previous concepts are imminent, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are rooted in Kremlin requirements and show particular unwillingness to change the course of events, if they stand together and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the coming months, largely rely on continued Western support.
